Hong Kong Unveils New Action Plan to Boost Corporate Treasury Centre Development

On 9 June 2026, the Hong Kong Government launched the official Action Plan to Promote the Development of Corporate Treasury Centres (CTCs). Jointly developed by four key financial authorities, the blueprint aims to solidify Hong Kong’s status as a premier global corporate treasury hub and strengthen its “bringing in and going global” platform advantages.

The plan adopts a strategic “4T” framework, covering tax regime revamp, expansion of double taxation agreements, targeted market promotion, and industry talent development. Hong Kong will introduce a competitive tiered tax concession system and a new pre-approval mechanism to optimise treasury-related tax incentives. It will prioritise expanding tax treaty networks with Belt and Road economies to enhance tax certainty for enterprises.

The government will proactively target Mainland and Asian new-economy enterprises for business promotion. It will also deepen industry communication and scale up professional training to build a sustainable talent pool. Amid global economic volatility, Hong Kong delivers a stable, secure and highly predictable business environment, encouraging multinationals to centralise their fund management, asset allocation and risk control operations in the city.
