Hong Kong’s SME Export Marketing Fund to Merge with BUD Fund

Effective 1 July 2026, Hong Kong’s SME Export Marketing Fund (EMF) has been consolidated into the Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund). This strategic measure aims to pool government resources and deliver synergies, supporting promotional activities under the comprehensive framework of corporate upgrading and transformation.

The government will no longer accept new EMF applications for promotional activities held after 30 June 2026. Enterprises in need of financial aid for export promotion are encouraged to apply via the BUD Fund. Following the consolidation, the BUD Fund guidelines have been updated with more detailed explanations regarding exhibition subsidies.

The merger takes place after the expiration of pandemic-related special EMF support measures on 30 June 2026. The restructuring is designed to offer more targeted and long-term sustainable support for enterprises coping with shifts in the global market.
