SFC and CSRC Announce New Measures to Strengthen Market Cooperation

On 3 August 2026, the Securities and Futures Commission (SFC) and the China Securities Regulatory Commission (CSRC) jointly unveiled a comprehensive package of measures aimed at deepening practical cooperation and fostering closer coordinated development between the Hong Kong and Mainland capital markets.

The initiatives span a wide range of areas, including listings and fundraising, index collaboration, futures products, exchange-traded funds (ETFs), internationalisation of financial institutions, green finance, and professional qualification facilitation. These measures are designed to consolidate Hong Kong’s role as an international financial centre while enhancing the global influence of China’s capital markets.

Key highlights include support for eligible Mainland enterprises to raise funds through listings in Hong Kong, Hong Kong-listed companies seeking listings in the Mainland, and Hong Kong enterprises issuing bonds in the Mainland. The regulators will also encourage index providers to launch more indices based on Chinese assets, expand RMB-denominated futures in Hong Kong, and implement fast-track registration for equity ETFs. In addition, securities firms and fund companies with strong capabilities will be supported in expanding overseas using Hong Kong as a base, while pilot programmes for climate-related disclosures will advance green finance. Professional qualification facilitation will also be streamlined to encourage cross-boundary talent development.

Beyond product innovation, the SFC and CSRC pledged to strengthen regulatory coordination on listings, intermediary supervision, and risk monitoring, while jointly advancing participation in global financial governance.

SFC Chairman Dr Kelvin Wong emphasised that the measures will enhance connectivity and international influence, while CEO Ms Julia Leung highlighted their role in boosting competitiveness and creating opportunities for global investors. Together, the regulators reaffirmed their commitment to building a stable, healthy, and internationally integrated capital market system.
